How to set up a term base in MemoQ
Open you project in MemoQ.
Click on Term Bases on the left side:

Click on Create/Use new on the upper left side:

Enter a Term Base Name and type in a patch name where to store the TB, as bellow example:
Select your source and target language in the language list on this same dialog box and when finished click in OK.
You should now have the TB created and selected, as shown below:

Now we have to import the .txt file into the created TB above, using the files here sent:
Click on:

Click on Term Bases on the left side:
